A native of Cebu City, now residing in Balangiga, Eastern Samar, Moring burst onto the professional cycling scene in 1976, earning the prestigious title of Tour of Luzon Rookie of the Year.

From the outset, he displayed raw talent and dominance in road racing, racking up multiple stage victories and even seizing the coveted overall leader’s jersey that same year. His consistency as a lap winner set him apart, surpassing the record of his elder brother, Jose Moring Jr., the 1961 Tour of Luzon champion, who tallied 15 lap wins. Moring surpassed this milestone after Stage 12 of the 1980 Marlboro Tour—just four years into his pro-cycling career.
In 1979, he made history once again as the first lap winner (Daraga to Daet) of the Marlboro Tour, a grueling test of stamina and skill. Trailing just behind him were Allan Callao (2nd place) and Jacinto Sicam (3rd place).
Before establishing himself in professional cycling, Manolito Moring first gained recognition as a “Track King.”
Before his road racing glory, the Cebuano pedaling monarch dominated the track scene, clinching seven consecutive track championships (1973-1979), showcasing his versatility and relentless drive.
Despite his illustrious cycling career, Moring, alongside veteran cyclists Ortillano Baring and Paquito Rivas, did not qualify for the 1983 Marlboro Tour eliminations.

Stage 19 (Laoag to San Fernando) – At the 1980 Marlboro Tour, Manolito Moring equaled a historic record—six lap wins in a single cycling tour—a mark set 19 years earlier by his brother, Jose Moring Jr., in the 1961 Tour of Luzon. However, this 36-year-old record was finally broken at the 1997 Marlboro Tour when South Korean cyclist Ji Jung Hwang captured seven stages. That tour was ultimately dominated by Hong Kong national, Wong Kam-po. Although the six-stage feat of the Moring brothers has since been surpassed, it remains the highest stage total ever achieved by a pair of Filipino cyclists.
